On Friday, Peel Regional Police arrested Vernon Dorsley Strachan for perjury and accessory after the fact to murder. The 43-year-old Windsor man will remain in custody pending a bail hearing and is scheduled to appear in court Saturday, police said.

In 1990, a Vernon Dorsley Strachan, then 23, of Scarborough, pled guilty to possessing an unlicensed gun for a dangerous purpose in connection with a shooting in the Eglinton Ave. and Markham Rd. area. He served a two and a half year sentence.

Three others, including a 17-year-old youth, were previously charged in connection with Koutroubis’ death in late March 2009.
